Their expertise allows us to design programs that address root causes of poverty and inequality, while remaining practical, innovative, and sustainable.
With decades of combined experience in non-profit leadership, community development, and organizational management in Pakistan, our Board provides strategic direction that strengthens our ability to deliver high-quality services in basic healthcare, quality education, and sustainable livelihoods. Their strong networks and collaborations with medical professionals, educators, government institutions, and international partners ensure that our work remains relevant, credible, and scalable.
Founder & Chief Executive Officer
Mr. Qaisar Ali is the visionary behind Noor-e-Shifa Foundation’s mission to bring equitable access to healthcare, education, and livelihoods to marginalized communities across Pakistan. Building upon his successful tenure as Chairman of SHIFA Eye Foundation (2012–Present), where he led hundreds of free medical and eye camps and awareness campaigns on preventable blindness, he has expanded the organization’s scope to holistic community development.
With over a decade of leadership in social welfare, he has developed strong partnerships with medical professionals, government agencies, NGOs, and grassroots networks. His tenure at the District Haripur Chamber of Commerce & Industry (2018–2020) further enriched his expertise in policy advocacy, SME growth, and aligning business strategies with social impact. A community mobilizer at heart, Mr Qaisar Ali has consistently bridged gaps between resources and needs, ensuring every initiative reaches those who need it most.
Board Member
Ms. Bushra Bibi is a dedicated humanitarian and gender equality advocate with extensive voluntary service in partnership with the Social Welfare Department, District Haripur. She has designed and managed integrated programs addressing Gender-Based Violence (GBV), Child Protection, Livelihood, Education, and Community Development.
Her expertise spans Training of Trainers (ToT) for gender-responsive programming, leading emergency responses during crises, and contributing to the Gender Reform Action Plan to promote policy change and community awareness. With years of work empowering women and marginalized groups, Ms. Bushra brings an essential perspective to the Foundation’s approach — ensuring inclusivity, equity, and meaningful participation in all programs.
Board Member
Currently serving as Manager of Social Mobilization and Trainings at SHIFA Eye Foundation (2018–Present), Mr. Basit Ehsan is an experienced community organizer and capacity-builder. His role has involved designing training modules for field teams, building collaborative networks with local leaders, and leading awareness campaigns for preventive health.
His previous contributions in the District Haripur Chamber of Commerce & Industry strengthened his skills in community engagement and social welfare initiatives. Passionate about empowering youth and women through vocational skills and health education, Mr. Ehsan plays a key role in ensuring that the Foundation’s outreach is both impactful and sustainable.
Clinical Optometry Educator & Researcher
Dr. Saif Ullah is a distinguished clinical optometry educator and researcher with more than 45 publications in peer-reviewed journals, reflecting his strong commitment to advancing evidence-based practice and interdisciplinary education. He also serves as a reviewer for multiple international and national journals, contributing to the integrity and development of global optometric literature.
With clinical expertise in low vision rehabilitation, specialty contact lenses, and orthoptic assessment, Dr. Ullah integrates advanced diagnostic techniques with compassionate, patient-cantered care. His teaching approach emphasizes clarity and innovation, often using SmartArt visuals and scenario-based methods to simplify complex neuroanatomical and clinical concepts.
Known for his meticulous academic writing and global outlook, Dr. Ullah bridges clinical science with public health by incorporating epidemiological trends and health outcomes into his educational materials. His collaborative spirit and methodological rigor make him a transformative figure in both optometric education and research.
Optometrist – Paediatric Eye Care & Low Vision Specialist
Dr. Mutahir Shah Mashwani is an accomplished optometrist with extensive experience in paediatric eye care, contact lenses, and low-vision rehabilitation. Over the years, he has provided services in both charity-based and teaching hospitals, where his practice has cantered on delivering affordable and accessible vision care to patients from diverse backgrounds.
His clinical expertise extends to managing complex paediatric cases, fitting specialized contact lenses, and rehabilitating patients with low vision, ensuring improved quality of life for individuals with visual impairments.
Beyond his clinical contributions, Dr. Mashwani is actively engaged in research and academic training, mentoring young professionals and supporting the development of optometry as a growing healthcare discipline in Pakistan. His dual commitment to patient care and professional education reflects his vision of strengthening eye health services and promoting excellence in optometric practice nationwide.
